PEME PROGRAM

Pre-Employment Medical Examinations of Seafarers

For Shipowners and their Insurers, unexpected crew illness is not only a matter of human concern but also a serious financial and operational risk. Repatriation costs, deviation to land a sick seafarer, medical treatment abroad, and possible claims can all result from health conditions that were overlooked during standard statutory medical checks.

To address this, several P&I Clubs introduced the Pre-Employment Medical Examinations of Seafarers (PEME) Program. By requiring enhanced, independent medical screening before employment, the Program helps to minimize the risks of pre-existing illnesses going undetected. As a result, shipowners and their insurers benefit from reduced claims and fewer costly disruptions, while seafarers themselves gain better health protection and early diagnosis of medical issues.

Our Path in the PEME Program

Our team began working with PEME initiatives back in the mid-2000s. At that time, we stood at the very origin of this initiative in Ukraine and contributed to its development in many ways. We explored the medical services market, visited clinics in numerous Ukrainian cities and held negotiations with their management. We also cooperated closely with P&I Clubs and their medical advisers, helped draft key principles and detailed guidelines for local clinics, and assisted in selecting and inspecting medical facilities.

We take pride in the fact that we were able to assist several P&I Clubs in launching their PEME Programs in Ukraine. Even more importantly, these programs have proven to be successful and mutually beneficial: for P&I Clubs and their Members – by reducing risks and financial losses, and for Ukrainian seafarers – by promoting health, enabling early diagnosis, and in some cases even saving lives.
